The new jail was designed to meet the need for local housing of inmates in close proximity to the county courthouse. The two story building has Trustee and Work Release quarters on the Ground Floor and Minimum, Medium, and Maximum Security Cells at the Main Level. Public visitors enter the Front Lobby and then descend by stair or elevator to the lower floor where secure visitation booths are located adjacent to the Central Control Room. This lower level also has the Magistrate’s Office and a processing area immediately off of the Vehicular Sallyport. Sheriff’s Offices are on the Main Level next to the Lobby. Adjacent to the building is an enclosed outdoor Recreation Yard which is completely shielded from the public.

The building was designed to complement the adjacent historic Courthouse while maintaining a secure and solid contemporary face. The split face blocks echo nearby historic masonry. The green metal roof over the lobby mimics the Courthouse, and the white paint scheme continues the visual cohesiveness of the existing county governmental complex. Site work included the creation of over 100 new parking spaces for the public, and a separate parking area for jail officers and staff.
